The health system in Brazil witnessed various health care models for centuries, being launched by medical assistance and privatized. Such strategies aimed to solve problems and meet health needs, and were based on individual and curative hospital- welfarism, geared primarily for the individual disease. Consequently, the system has not been effective in addressing the health problems of the population.
